3rd INTERNATIONAL CONFERENCE ON REAL ESTATE DEVELOPMENT AND
MANAGEMENT, 1-4 FEBRUARY 2023, ANKARA, TURKEY

Concerning planning and development of urban and rural settlements and ensuring sustainability targets, particularly in the areas of expertise such as land management, real estate development, real estate and asset management, have gained special importance. In order to ensure economic and social development and to increase social and individual welfare levels, the urban and rural land assets, savings system, planning, use, valuation, financing, and technical infrastructure services are all needed for multi-purpose evaluation within the scope of land management and its process. Almost every country in the world has given special attention to urban growth, development and expansion, land use, cadastre, zoning and title deeds, land protection, food production, planning and sustainability of settlements. In the changing global agenda, settlement planning, real estate investments, planning and implementation, finance, taxation, facilities and real estate management have gained special importance after the COVID-19 pandemic. In this framework, it will be possible to achieve the sustainability target to a large extent by deploying technology-based developments and implementing a circular economy approach. On the other hand, an increase has been observed in the share of real estate and real estate-based instruments in the approaches of households and businesses to investment issues in many countries, and there is a considerable need for the analysis, measurement, and protection of investment.

It is noteworthy that various subjects, such as development and management of urban and rural settlements, cadastre, zoning planning, urban and rural land management, site selection for public and private investments, land acquisition and expropriation, valuation, investment and finance, climate change and green buildings have gained particular importance nowadays.

Real estate and asset economy, real estate ownership and use, land savings systems, property rights restriction and mitigation, post-COVID19 urban planning and development, built environment, and real estate markets, real estate and asset valuation, zoning application models, urban and rural land management and administration, extent of land assets per household in rural settlements, common land use and land banking models, sustainable (environmental) land management, and implementation tools, development and project financing of real estate and infrastructure projects, Islamic finance products and their applications to the real estate sector, real estate investment trusts and mutual funds, regulation of real estate trade: cadastre, land registry transactions, insurance, taxation and brokerage and consultancy, land development insurance, real estate finance: institutions, securitization and mortgage finance institutions, technological development and digitalization: Real Estate and Construction 4.0, proptech, blockchain, IoT, artificial intelligence, geospatial technologies, spatial data infrastructures and spatial data management, smart cities, smart buildings or digital twins and disruptive technologies, facilities, real estate and asset management, international valuation, financial reporting, measurement, facilities, real estate and asset management institutions and standards, real estate prices and indices, real estate education and research, by participating internationally renowned experts and academics, as well as Turkish academics and practitioners with the international conference to be held in Ankara on February 1-4, 2023, it is aimed to discuss the theory-policy-legislation-practice-technology-institutional capacity building aspects together.

For the first time in Turkey, “Urban and Rural Land and Spatial Economics” issues and “Real Estate Development and Management” issues are discussed within the framework of the main theme of “Real Estate Markets, Human Settlements and their Future under Pandemic and Disaster Threats” at an international conference environment in the post-COVID19 period. In this context, urban and rural land management and its future are discussed together with climate change, disaster and pandemic risks, and they are aimed at the mentioned issues being discussed responsively with an interdisciplinary approach. Land ownership in cities, zoning planning policy, value-based zoning, and land and real estate development issues will be discussed together, and will be taken into account by academics, researchers, and practitioners from different countries.  They will pay attention to theory, legislative, practical, and technological dimensions. In addition, the financing models of real estate and infrastructure projects, the measurement of value increase caused by the projects and public services for the first time in our country in the field of financing infrastructure investments, and the use of land increase value (TIF) in project finance will be discussed. The possibilities of using Islamic Finance instruments in financing infrastructure, urban transformation, and commercial real estate projects will be discussed in detail. In addition, today’s most current issues such as land acquisition and expropriation methods for urban services and public infrastructure investments, urban regeneration and protection practices and financing, real estate certificates and transfer of development rights will be discussed within the scope of the conference and will be discussed in detail by covering various models.

Real estate – asset – company valuation, housing economy, supply-demand and price formation in housing and commercial real estate markets, excess supply problem and absorptive capacity analysis of the market, development of housing and real estate rent and price indices, commercial real estate market and regulation of the market, real estate investment funds, foreign direct investments, real estate investment trusts, real estate markets and taxation, and real estate research and education are among the main themes of the conference. Within the scope of the conference, models for reducing housing production costs in cities and reducing informality will also be discussed. Universities, research institutions from many countries, public institutions, banks and other financial institutions, municipalities and municipal associations, international institutions (European Commission, IMF, World Bank, European Central Bank, International Bank for Reconstruction and Development (IBRD), Islamic Development Bank, International Valuation Standards Institution, Royal Institute of Chartered Surveyors, International Facility Management Association, International Federation of Surveyors) including non-governmental organizations will participate in the conference. It is expected that a total of 2,000 foreign and Turkish experts will participate in the conference.

The conference is planned to be held at the Wyndham Hotel in Ankara where the Ministry of Environment, Urbanization and Climate Change; the Mass Housing Development Administration, the General Directorate of Land Registry and Cadastre, the Ministry of Treasury and Finance, the Ministry of Agriculture and Forestry, Municipalities, Banks and other financial institutions, construction, real estate investment, valuation, facility and asset management companies, real estate investment trusts and investment funds, professional institutions and academic institutions will take part in the conference. In particular, the subjects related to the targets set in the 11th Development Plan are discussed within the scope of the conference themes and in our country, real estate development and management issues in general and land management and administration in particular, real estate and asset valuation, real estate investments and financing, facility, real estate and asset management, technology and The themes such as transformation and disaster-sensitive human settlements and real estate markets are among the first academic meetings. In particular, subjects related to the targets determined in the 11th Development Plan will be focused within the scope of the conference themes, real estate development and management issues in general and land management and administration in particular, real estate and asset valuation, real estate investments and financing, facility, real estate and asset management, technology and the themes such as transformation and disaster-sensitive human settlements and real estate markets are among the first academic agendas. The participation of managers in many international institution, academics, financial institutions, public institutions, professional organization managers and employees and experts who will be invited to the conference will be encouraged, and it is forecast to ensure the high level of participation of all public and private institutions, professional organizations and researchers in our country.

Advanced Courses:

It is aimed at organizing short-term certified training programs during the pre-conference period and throughout the conference, the aim is to increase the level of utilization of the participants and to strengthen the student-academic global-practice ability. Certificate programs will be supervised by considering enough participation and decision made by the authority of the Department of Real Estate Development and Management.

Workshop on Valuation Organizations:

Before the commencement of the conference, the workshop called “Role and Structure of Valuation Organizations in Developed and Developing Countries” will be expected to hold on 29 January 2023 with the participation of selected local and foreign academicians and licensed appraisers and organizations. The main theme of the workshop is; mass appraisal, and especially in the public sector, discussion of the valuation organization for property tax, title deed, value increase gain, and other central government taxes and local taxes; and in this process, managers and experts of RICS, IVSC, TEGoVA, TDUB and other professional organizations, TKGM and the Ministry of Treasury and Finance will bring together and will constitute the base of tax reform envisaged by the New Economic Program, 11th Development Plan and 2023 Fiscal Year Fiscal Budget Law. The structure and functioning of the valuation system and the good practice model will be discussed. Besides these, during the conference three (3) important workshops such as “Affordable Housing Policies and Social Housing Strategies”, “Securitization Models and Practices” and “Conservation Economics and Sustainability Value”, are planned to organise.

Graduate Students’ Presentation Sessions:

The last day of the conference will be separated partially or completely to research and presentations of real estate undergraduate and graduate students of Ankara University and other universities in Turkey and foreign universities. Awards and certificates will be awarded for successful undergraduate students and, successful publications for graduate students (M.Sc. and Ph.D.) that are planning to organize for the first time in Turkey. Thesis presentations and the evaluation of publications will be made by a jury of at least 10 people selected from the panel of judges and the results will be announced at the closing date of the conference. The presentations of the projects made by the 4th year undergraduate students of the Department of Real Estate Development and Management at Ankara University within the scope of the real estate and asset analysis course will also be organised. The Alumni Association of the Department of real estate development and management and student communities will also be allowed to make presentations. In addition, special attention shall be paid to open promotional stands of several associations such as RICS, IVSC, TEGoVA, ERES, and TDUB and special attention shall be paid to contributing to aware corporate organizations of real estate development and management expertise.
